Initialization of SAP Personas failed

I experienced "Initialization of SAP Personas failed" error when I launch SAP GUI for HTML on our test SAP system. Since we had some ongoing issues with SAP Screen Personas in WinGUI, I thought at first SAP Screen Personas configuration was affected. Later when I checked the SAP Personas services on SICF (Maintain service) transaction, I see that the services were deactivated.

SAP Screen Personas on SAP GUI for HTML

When I launch the SAP GUI for HTML, in the initial screen before the SMEN transaction screen is displayed, the web browser displayed following message: Initialization of SAP Personas failed

Initialization of SAP Personas failed

And except the SAP Screen Personas "P", the SAP GUI for HTML worked without any problem.

Activate SAP Screen Personas Services on SICF Transaction

Using SICF transaction to maintain services related with SAP Screen Personas, I drill-down the services list until I reach following SAP Personas services.

SAP Personas services

/default_host/sap/bc/personas
SAP Screen Personas 3.0 Preconfigured SAP GUI for HTML with SAP Screen Personas 3.0 enabled.

/default_host/sap/bc/personas3
/PERSONAS/CL_MIME_ZIP_HANDLER

On the SICF tcode screen, I see that the services were deactivated. So after I activate both two services (personas and personas3), when I launch the SAP GUI for HTML once more I could see the SAP Personas P for customizing Personas screens.

The error message about "Initialization of SAP Personas failed" was gone.
