Microsoft has informed and published Windows 7 price for different Editions of Windows 7 on different web sites for different countries.
The Windows 7 prices differ from country to country. For example, the price of Windows 7 Ultimate edition is 319.99 US$ on the other hand the Windows 7 retail price of Ultimate edition in Turkey is 250.00 US$
So the Turkish customers will buy Windows 7 with lower prices. On the other hand Microsoft is marketing Windows 7 with full package in Turkey. There will not be an upgrade package for Windows 7 in Turkey.
By the way the Windows 7 upgrade package is going to be sold with a price 219.99 US$ as the Windows 7 Ultimate edition price.
